Non-Resident Library Card Policy

1. Nonresident cards will be issued to individuals residing in Illinois who do not have his/her principal residence within the territory of a public library service area. Nonresident card means the library card purchased by an individual residing in an area not taxed for public library service from a participating public library.

2. The Schiller Park Public Library Board of Trustees shall annually decide at the first meeting of each new fiscal year whether to issue nonresident library cards during the ensuing 12 months. At that time, the nonresident fee formula and fee to be used will be determined and adopted.

3. The Schiller Park Public Library Board of Trustees shall determine the nonresident fee by dividing the library income from local property tax sources by the local population to determine the cost of service per capita. The library will multiply the per capita figure by the average number of persons per household in the community to obtain the average cost per household on which to base a fee for a family card. The most recent federal census information available shall be used in determining population and household size.

4. A valid nonresident library card shall accord the nonresident library cardholder to all the services the issuing library provides to its residents including reciprocal borrowing privileges.

5. The nonresident library card will be issued for 12 months for a fee of $185.00.
